TEAMS Site

The Second Line of Defense (SLD) Test Facility is a dedicated facility for testing radiation detection system designs against SLD program requirements.  The test facility is deployed at the Technical Evaluation Assessment Monitor Site (TEAMS), located on Kirtland Air Force Base in Albuquerque, New Mexico.  TEAMS is operated by the Defense Threat Reduction Agency (DTRA) Test Support Division.  TEAMS is a multi-use site where preliminary evaluation, assessment, demonstration training, fielding, and integration are performed for commercial-off-the-shelf (COTS) systems.  These systems detect, combat, and defeat terrorist Weapons of Mass Destruction (WMD), including chemical, biological, radiological, nuclear, and high explosive threats.  These activities are conducted by DTRA, Department of Defense (DoD), and non-DoD agencies.

Testing Capabilities

The facility is designed to test radiation detection and communications systems designs to include hardware, software, and concepts of operations associated with radiation detection of vehicles, shipping containers, and pedestrians.  The site is equipped with radiation portal monitors manufactured by TSA Systems, Inc., and include vehicle, train, and pedestrian monitors.  Two optical character recognition systems, one manufactured by Hi-Tech Solutions and one manufactured by APS Technology, are available to obtain and report vehicle identification numbers and license plates.  Video surveillance systems are also available for use.  An enclosed building with two physically separate and secure partitions, each with their own computer server rooms and multiple computer workstations are configured for easy plug-and-play adaptation to radiation portal monitor, optical character recognition, and video system, is user-configurable for any testing needs.  The site can also be used for training, radiation detection technology development testing and other associated radiation detection applications.

Accomplishments

The site is newly constructed and will start its first programmatic testing in June 2009.

Planned Users

Planned users in addition to Sandia National Laboratories will include NNSA, Los Alamos National Laboratory, Pacific Northwest National Laboratory, and Oak Ridge National Laboratory.  The facility can be made available to other organizations and federal agencies, such as the Department of Homeland Security, as scheduling permits.
